Many dogs love to lick faces. This behaviour starts in puppyhood. In the wild, canid puppies lick the mother’s face and mouth to encourage her to regurgitate food and this behaviour is still seen in our pet dogs. Though there might be a scent element to the behaviour too.
12% of owners don’t do any training with their dog! Meaning those dogs aren’t being taught any rules of behaviour and will soon become out of control pestering other people and their dogs

It’s so simple – if you can’t call your dog back, then they shouldn’t be allowed off lead until you DO have some control. Keep your dog under control and show others how it is done
